San José, Costa Rica - U.S. Army Major Andrew Dacey, civil affairs officer with Joint Task Force-Bravo, discusses the importance of having a common operating picture with Costa Rican partners during a disaster relief table top exercise in Costa Rica, Sept. 2. This joint training brought together government, military and civilian first responder organizations to discuss best practices and lessons learned on disaster response, with the purpose of establishing personal relationships across multiple organizations.
